NEDLAC Dialogue Derails as Firearm Sector Exposes the Entire Process
Yesterday's NEDLAC "Dialogue Session" on the Firearms Control Amendment Bill 2025 revealed a process that is deeply flawed, opaque and politically driven. The Firearms Lobby was united in our agreement – we acted as one, with multiple voices from the respective organisations and their legal experts Martin Hood and Larry Marks. A co-ordinated and robust challenge was presented, that fundamentally changed the direction of the session!
Key Takeaways:
- Commercial capture exposed – a private ammunition coding company (with ex SAPS officers) was allowed to deliver a sales pitch in this national policy forum. Martin Hood objected forcibly, SAGA seconded the objection yet NEDLAC ignored it.
- The Civilian Secretariat for Police Service (CSPS) admitted the FCA Bill 2025 is not new – it is the rejected 2021 draft, simply repackaged to "appease interest groups".
- 118,000 objections in 2021 were mentioned but ignored – CSPS attempted to portray these as a mix of objections and approvals – our DearSA data shows a 97% rejection rate.
- Government are clearly not ready – SAPS withdrew its presentation (allegedly due to an emergency). CSPS couldn’t produce the "new research" they claimed (PAIA applications are in progress). Core proposals collapsed under challenge – CSPS was clearly on the back foot and the SAPS/CFR official was visibly overwhelmed.
Firearm Sector Wins:
We forced NEDLAC to change the agenda (a rare achievement):
- Prevented controlled breakaway groups,
- Exposed contradictions in the Bill,
- Demonstrated unprecedented unity and strategic coordination.
We now have a clear view of the State’s weaknesses: absence of data, internal contradictions, political motivations and significant procedural vulnerabilities.
SAGA’s Position:
SAGA rejects the FCAB 2025 in its entirety. It is irrational, unworkable and unacceptable. The Civilian Secretariat Police Services stated "appeasement" approach is NOT the way legislation should be drafted in a constitutional democracy!
The fight is serious but after yesterday, one thing is clear: they are not ready for this fight. We are!

SAGA Notes NEDLAC Consultation on Firearm Legislation
Dear Members,
The National Economic Development and Labour Council (NEDLAC) has begun consultations on potential amendments to South Africa’s firearm regulations, which could form part of a new Firearms Control Act (FCA) Bill.
SAGA will participate constructively in this process to ensure that the voices of responsible firearm owners are heard.
While we support efforts that genuinely improve public safety, we are deeply concerned that some proposals under consideration appear to unfairly target lawful firearm owners.
These include restrictions on semi-automatic rifles and shotguns, changes to licensing criteria, and new storage and transport regulations.
Our position is clear.

SOUTH AFRICA WILL NOT BE DISARMED BY DECREE
The government’s push to ram through PSiRA’s unconstitutional firearm regulations is nothing short of an attempted bureaucratic coup, a backdoor move to disarm private security and, by extension, every law-abiding citizen who depends on them.
* We say NO to PSiRA overreach.
* We say NO to the disarming of professionals who fill the gap SAPS can’t.
* We say NO to regulations that weaken public safety just to centralise power.
SAPS is not coping, and we all know it. Thousands of firearms have vanished from their inventory. Crime victims are told to "open a docket and wait". If SAPS were working, we wouldn’t need over 11,000 private security companies and 2.5 million licensed civilians holding the line.
But instead of fixing SAPS, the government wants to:
* Strip private security of firearms and non-lethal tools
* Cripple small firms with red tape
* Push security work into the hands of politically connected elites
* Create chaos where order still exists
SAGA, and thousands across all sectors, security, retail, mining, insurance, and the general public, are saying ENOUGH. We will fight this in the public square, in Parliament, and in court if we must.

URGENT: Proposed PSIRA Amendments Will Cripple South Africa's Security Industry
On 28 March, sweeping regulatory amendments were quietly slipped into the Government Gazette—amendments that, if passed, will decimate South Africa’s private security sector.
With over 580,000 security officers serving millions of clients and plugging gaps left by a failing SAPS, the industry is a cornerstone of national safety. And yet, these PSIRA proposals threaten to:
- Ban armed guards from working if their company is merely under investigation—not convicted, just accused.
- Restrict firearm use in public spaces like malls, churches, and even homes.
- Impose undefined limits on ammunition (what's a "reasonable quantity"?)
- Mandate annual psych tests with no clarity on standards—employer-funded, of course.
- Outlaw vital tools like rubber bullets, water cannons, and even Tasers (yes, really).
- Demand impossible-to-meet tech like firearm tracking devices that don’t even exist.
- Clamp down on semi-auto rifles—crippling high-risk units and mine security.
This is bureaucratic overreach masquerading as reform. Instead of targeting rogue firms and fake contractors exploiting PSIRA and SAPS inefficiencies, the proposals kneecap legitimate companies trying to keep South Africans safe.
Bottom line?
- These regs are a regulatory scorched-earth policy. If enacted, expect widespread job losses, collapsed security firms, and a vacuum in public safety that criminals will rush to fill.
- We cannot allow this. There is still time.
